		By establishing the Constitution of the 
		State of California
		Sovereign 
		- in this content it is
	
	People of the State of California expresses its 
		Natural Law 
		interest in form of 
		Positive Law:
	 
	
	Preamble: We, the People of the State of California, grateful to Almighty 
	God for our freedom, in order to secure and perpetuate its blessings, do 
	establish this Constitution.  
	
		
		
		Section 1. All people are 
		by nature free and independent and have 
	inalienable rights. Among these are enjoying and defending life and liberty, 
	acquiring, possessing, and protecting property, and pursuing and obtaining 
	safety, happiness, and 
		privacy.
	First sentence is very straightforward, 
	clear to understand and has no room for different interpretation. 
	Second sentence, especially its final part: "and pursuing and obtaining 
	safety, happiness, and 
		
		privacy", - is not very clear and allow some 
	different interpretation. So, lets concentrate
	on it. 
	101. It is essential not to allow "double interpretation" in juridical 
	techniques and its instruments (tools), which have to guarantee equal 
	(uniform) framing of each juridical text to convey author’s initial idea 
	(message) to the text users in it’s invariable, univocal meaning. 
	101. If reader of the document can find several (two and more) 
	interpretations of the text, he/she has the right to choose the 
	interpretation, which best serves his/her interest. 
	Other notes.  
	1. Lets analyze part of the phrase "pursuing and obtaining". It is clear 
	this two word must be used only together, because: 
	a. Between this two words we have AND - one of the
	
	linking words (Coordinating and subordinating 
	conjunctions and other parts of speech link ideas within and between 
	sentences); 
	b. By sense "pursuing without obtaining" make "pursuing" endless and 
	senseless. "Obtaining" in this context may exist only as the result of 
	"pursuing". Because "obtaining" here certainly is not freebie or free gift 
	of somebody; 
	c. Both words "pursuing and obtaining" show 
	lasting act of the powerful "People of the State of California"; 
	 
	2. Word "safety, happiness, and privacy" were simply specialized, separated 
	with commas. So, these words may be as all together, as each of them 
	separately. 
	3. The most interesting thing is word "happiness". It 
	certainly means readers have Right to be happy. Because "People of the State of California": 
	a. Made this Constitution first of all in their own interest and not in 
	interest of anybody else; 
	
		b. Would not fool themselves by 
		directing Readers of Constitution to the target, which Reader has no 
		Right of. So, Readers' Right to be Happy is considered as existing one.
	
		 
	c. "Never yield their
	sovereignty to anybody, including any service 
	provider, and even to any agencies which serve them, etc. [According to 
	Bagley-Keene Open Meeting Act "The people of 
	this state do not yield their sovereignty to the agencies which serve 
	them."]
	d. Never allow any of authorized Agents to act against of Grantor interests. 
	So, let me remind to all wishy-washy - the
	
	People of the State of California are still 
	
	Sovereign, 
	which is in a full Power in this State.
